kAudioQueueParam_Volume having no effect

I just noticed that volume-level changes only take effect in the _first_ AudioQueue my app creates. After I dispose that one and create another, setting the new queue's kAudioQueueParam_Volume has no effect.

Pretty bizarre, but I can't see how this could be a bug in my code. I've added logging and breakpoints, and I can see the parameter being set and noErr being returned, but nothing happens to the actual output levels...
