The entire point of the flag is to create the folder in the correct place (and return that place to you) in the cases where it doesn't exist :).

Now, if you don't want to create the folder if its missing, then the don't create flag is the way to go. In that case you may want to present a dialog asking where their music is when you can't find the music folder.
