I wrote an iPhone app (Zulu Time) that hangs onto a single connection for hours in complex conditions (hiking, driving, etc.)
In my experience, the 3G/EDGE/WiFi connection transitions are designed to be transparent, meaning your iPhone app in theory doesn't know and doesn't need to know when they happen.
So if they are in fact causing problems with your stream, my guess is that you will need to do some semantic level tracking of the stream contents....
It might be an idea to test using http range requests on a really huge file.
(2) IMHO the SCNetworkReachability API doesn't tell you much of interest.

I have embedded SCNetworkReachability and I also I think it does not do it for me as it treats EDGE and 3G the same. I can only see transitions between WiFi, (EDGE/3G) and a total loss of any kind of connection, i.e., 3 states.
In my app the audio stream pretty much "stops"m i.e., (I just do not receive any more MP3 frames, though I am waiting for them), when I have either 3G -> EDGE or EDGE - > 3G transitions. I have to "explicily" stop and restart the audio queues and streams.
