They are part of the internal way Logic works, written by Apple. There is no public API for Logic besides what CoreAudio (CoreAudio, CoreMIDI, AudioUnits) offers. I have seen an emulation of the Mackie Control, which could be implemented as a CoreMIDI driver. Surely not perfect, but possible.
