Yes, I believe you are correct that ExtAudioFile is the easiest way to get PCM from an encoded format. We use it all the time as a front- end to audio analysis.
Essentially in the set-up you must tell the PCM side about the other side's format ("client format"); and at least one side must be PCM.
I note you are not testing and setting for Endian-ness, which may be source of your error code.
Let me check a well-tested routine on the iPhone and see what gives.
