I don't see any reason why you can't just use CoreAudio and the
(Ext)AudioFile API for this, it can convert MP3/AAC to PCM which is
exactly what you want, isn't it?
If you're actually looking for an *EN*coder there's LAME, which is
pretty good (http://lame.sourceforge.net).
