Tailtime in seconds ?

What is the format of GetTailTime ?
 
in AUEffectBase::IsInputSilence(), GetTailTime() gets multiplied with sampleRate so i expect it to be in seconds.
 
Is that right ?
 
I guess it's the same for Latency, right ?
 
So if i need 1024 samples latency i would have to report a latency of 0,023219954 (for sr 44100) ?
