I agree that by your definition this indeed looks more like a bug (not
the only one in the Cocoa UI template I should say). I just thought
that it was more like an omission (they didn't bother if it worked
across different instances since the template is only there to get
something simple going).
I would recommend filing a bug report at http://bugreport.apple.com -
whatever we choose to call it this will ensure someone will look into
it (I hope)... :-)
Oh, and while you're at it, please add a request for gestures, too.
