Splitting stereo to 2 audiobuffers with AudioConverter

Is there ever a time when calling AudioConverterFillComplexBuffer
(ACFB) returns an AudioBufferList with 2 AudioBuffers with left and
right channels assigned to each of the 2 buffers ?
Im trying to figure out how to the ASBD for ACFB to do the above for a
file with an ASBD of the following :
Really scratching my head on this one
Sample Rate:44100.000000
Format ID:mcpl
Format Flags:C
Bytes per Packet:4
Frames per Packet:1
Bytes per Frame:4
Channels per Frame:2
Bits per Channel:16
