I'm not a lawyer either, but I have never heard of any application developer needing a separate license to use the codecs provided in the OS. I can't think of any APIs provided in an operating system that would expose one to legal liability for merely calling them.
I would also take Thomson's licensing website with a grain of salt. As Wikipedia's summary of the patent and licensing issues shows, there is a lot of legal mud-wrestling going on, with competing and disputed claims, and billion-dollar judgments being made and then reversed. In an environment like that, patent owners are going to make any claims they think they might get away with, before the dust settles.
