Yes, I was going to suggest that the programmer set the popup to a
blank state or something like "Auto" before disabling any control.
I've seen applications which disable a control while it is set to an
incompatible value, and that is alarming to see as a user. i.e.
Although your suggestion to build the UI on the fly is better, it's
still possible to provide a perfectly fine UI experience with disabled
controls, if handled smartly.

Problem with de-active controls, is that you might have had "Bitrate:
64kbps" set (which you see, but its deactive) and it won't change
regardless of the VBR quality setting, so I think that might be
confusing
