Empirically speaking, it has never been other than that.  My code isn't currently using it, because it hasn't yet conveyed any useful information.
 
A Tech Note is being prepared (yes, its taking longer than I thought it would have as well)

I am looking forward to it!  I assume it will be announced here when it is done?
