Is this really what's going on?  That is not the impression I have
gotten.  I think there is really is no express or implied correlation
between beats and quarter notes.  There is a stream of beats whose
rate is set by the metronome, and notes are attached to certain beats
or offsets thereof.

And for some reason the documentation author feels it is useful for
you to know that in most cases in today's modern world, quarter notes
land on those beats.
