Simple sampler?

I'm working on a simple wave form viewer, and need a short sound fragment from a file represented as an array of integers.
Sounds simple, is probably simple, but the wealth of features of Audio Converters, not documented too enthusiastically, is dazzling.
Is there documentation or example code around which points me in the right direction?
