Yes, I believe so. CocoaAUHost requires some extra work to include AU
instruments (most notably MIDI support) but that is trivial IMHO. Some
companies like Prosoniq (http://www.prosoniq.com) ship a small host
application with their AU plug ins which is great if you're performing
live and don't want to fire up a heavyweight host app like Logic,
Live, Digital Performer etc.
