In fact, this is why *formal specifications* are so incredibly important.
It is a state of poor engineering that people feel the need to depend on a
single implementation. Especially for something that should be as
standardised as soundfile formats.
Usually the differences in implementation are where the specification is
incomplete and so misunderstandings arise. If the specifications were clear
and complete this type of confusion would diminish. Further, without
multiple interoperating implementations it is difficult to reach agreement
on what a standard really means.
