"Dynamic" Device ID question

When un-plugging a USB audio interface and then plugging it in again, its
device ID changes (e.g. from 271 to 274). Each time I do that the device ID
increases by 3. I tested this with output devices.

Is this an intentional behaviour? Should I assume all software capable of
retaining the last device used is based on the device name rather than the
device ID?
