Hi Howard,
Do you have the disks that came with your Mac? I think that GarageBand and the other iApps are on those disks. These apps aren't part of the OS, but are part of the iLife suite that comes with all Macs nowadays.
That being said, $15 for GarageBand is probably worthwhile for development. Rumors have it that there will be an upcoming version of Logic soon, so if you don't have Logic you might want to wait. If you do have it, I guess you should install it on the new Lion partition.
Is there a way of migrating apps from Snow Leopard to Lion? I need to do this at some point. Or can you run apps from a different (i.e. Snow Leopard) partition in a Lion partition?
