Programs that use the AudioFile API can still open files that have mis-named extensions because it looks at the data and sees that it is really a CAF file despite being named ".aiff"

nothing has changed, it is still a CAF file.

no you can't. that does nothing.

Use the afconvert command line program. For example to convert a CAF file to 16 bit AIFF :
afconvert -d BEI16 myfile.caf myfile.aiff
