This is correct. I believe that the owners of the MP3 patents require a license fee for any compliant encoder, and Apple doesn't want to pass on the costs of that license to every OSX and iOS customer, therefore the encoder is not included in the system. Apple does provide ample hooks for third-party encoders, so you're not without options.
