Error: Could Not Send Midi Event

I am unable to get midi data to my DLS instrument, the code is here, any advice would be greatly appreciated.  https://www.dropbox.com/s/adftr29l9see9lr/SoftSynth1.1.zip

Also I need to create a virtual midi outport to send mouse data to the midi server, having trouble getting started, and links or sample code would be awesome.
