This is certainly not the answer you're looking for, but do you know
of at least 1 other app that provides the functionality you're looking
for? I ask because in my own research on how to match the current
output device's bit depth setting to that of content being played, I
came across some guidelines stating that such settings are considered
system-wide by Apple, to be set by A.M.S. That might be even more true
in your case (although I presume you want to assure that the alarm
volume is loud enough, not turn it down/off while another app or the
system might want to alert the user audibly).
Naive question maybe, but can't you use the normal volume setting if
you play back your alarm sound?
