Thanks, Tim. I'll take a look at it. In the meantime, I've found a Python package that just might solve my problem:

It seems ridiculously simple, only 120 lines of C and 22 lines of Python, but it installed without error and when I ran an example file that repeatedly emits a C scale and then opened a Logic project, lo and behold I could hear the scale playing through my software instrument tracks.
Simplecoremidi supports a recv() method as well as the send() method I tested, so I might be on my way if I can figure how to tell it to grab input from my keyboard device, apply the harmonizer and emit the results.
I also found what looks like some helpful info on midi signal routing in Apple's logic help pages
