Xcode 5 is under non-disclosure; you cannot talk about it in public. I

The good thing about developer previews of Xcode is that they install
alongside the stable versions. You can grab Xcode 4 from
developer.apple.com if necessary, and use xcode-select to switch your
command-line environment to use the older SDKs and tools.
