My Mac Book Pro has but a single TBT port, and it doesn't matter which TBT
port I plug into the Magma ExpressBox 1T. I have a 3T as well and it does
the same thing. I have also tested with the SonnetTech boxes and the same
thing happens.
When I look at the device in IORegistryExplorer, the hot-plug after
cold-boot instance doesn't show any assigned-addresses entry, where the
cold-boot while plugged in does.
Not quite sure what you are asking about the pci express controller driver.
Our product is a PCI Express audio card and the issue is independent of the
driver, since the bios isn't assigning a BAR0 address at all.

There may be a problem with the uefi bios
Does this happen with all tbt ports
If the tbt phy is not up then the controller may not be decoding the bios
request properly
Is your driver a pci express controller driver
