OpenAL, as many other OpenXX things, is just an interface. Apple provides an implementation based on CoreAudio (the OpenAL framework), but I don't think it has anything to do with Creative in the first place.
And anyway, they are not going to remove it as it would break backward compatibility.
IIRC, anyone is free to write its own implements of the OpenAL spec (as I think the last legal decision about API was that they are not copyrightable).
