No idea, but if you have a source AC-3 file, could you try opening it as an ExtAudioFile, and setting the client format to LPCM?
I've generally found the AudioConverter API to be nothing but pain, and will often use an ExtAudioFile or an offline AudioQueue to do format conversions instead.
