It looks like that is the case in AUBase::DispatchGetProperty for kAudioUnitProperty_FactoryPresets.

So, tried to call

PropertyChanged(kAudioUnitProperty_FactoryPresets, kAudioUnitScope_Global, 0);

and indeed my GetPresets is called from DispatchGetProperty

But alas, neither Logic X nor in StudioOne the factory preset list in the DAW UI is changed.

Neither will Ardour nor Mixbus. Based on reading the AU spec, there really isn't any clear concept of the factory presets changing (although obviously the property exists and can be changed). It wouldn't suprise me (as a host author) if quite a few hosts have gone down this route. There is actually very little in the AU docs about implementing hosts, so expect a lot of wiggle room ...
