The setting is in Mac preference menu -> input tab. It is global but dependent on which input device is selected.

I'm looking at CoreAudio framework which gives me volume or default input device however there is not property for the checkbox "Use ambient sound reduction" that is available via the preferences.
Is there a way to obtain this programmatically?
