Fastest way to decode MP3 and AAC audio

I am looking for the fastest way to decode MP3 and AAC audio files to
PCM that is available on devices >= iPad 2, >= iPhone 4 and >=
iOS 7.

I was under the impression that these devices support hardware
accelerated decoding but was not able to find the APIs that can be
used to utilize it.

The Audio File Stream Services looks promising:

Does this API utilize hardware accelerated decoding if available? Are
there other APIs that can / should be used instead?

Pointers into the right direction would be very much appreciated.
