From the bug filing:

Every now and then when two touches are not at exactly the same time but are very close to each other in time, the second touch is lost. We suspect that as of iOS9 for iPad Air 2, there is an attempt to “de-bounce” simultaneous touches. Rejecting this second touch makes it impossible to play chords in a musical application.
