Can't get Airplay device since El Capitan

It seems that one can no longer get the Airplay device in Core Audio under 10.11. I found this rdar about the issue:

Can someone confirm if this is a bug or if this is an intentional removal of support for Airplay devices. If its a bug, are there any workarounds?
