Device change handling for AirPods in Big Sur?

Hi, we have some users reporting that the AirPods Pro automatic switching
<https://support.apple.com/guide/iphone/switch-airpods-automatically-iph08b253c17/ios>
does not work in any applications but Safari or QuickTime player.

Is there any documentation for how to listen for the necessary device
change events?
