On the Fink mailing lists we call this the "lazy installer syndrome".
Apple's Installer.app on Panther has a very annoying bug whereby it
"forgets" to install files, mainly those that changed the package to
which they belong.
There are scores of people for whom compilations break because a couple
of header files in /usr/X11R6 are missing or are left at an older
version. People had to reinstall X11SDK.pkg up to 3 times until all
files were there. Typical missing files are also /usr/lib/crt1.o and
friends. I myself counted almost 3000 (!) missing man pages after the
upgrade to Panther. This is all pretty disgusting and is costing a lot
of people a lot of time.
To the original poster: The system.3 man page comes from the BSD.pkg
which is on the Panther system CD. You can look with
ls /usr/share/man/man3/ | wc
how many man pages you have there. I am seeing 3988.
