-131.3.2.tar.gz gives a 404 (Not Found)
when trying to download from apple's site i get a "Download
Unavailable
The requested project could not be found."
The problem for us is that we can't, without your help, determine
whether you are running into a known issue, or have hit something
new. Details always help.
As Dave mentioned, there are broken links. I don't know that there
is an official channel to fix this, but perhaps bringing it up here
is sufficient.

ASAP is not likely to be 'now'. You could, perhaps, discuss this with
Apple's DTS.
i would file a bug with apple's bugreporter but i've made the
experience that those are just rotting untouched for years in the
database...
That's not my experience. However, I don't know that the bugreporter
is the right avenue for this problem.
Remember that this list is fundamentally a medium for interaction with
other (non-Apple) developers. It's not a guaranteed interface to
Apple.
