Unix permissions wacky?

I have a file that has permission to read for "other", but I can't
copy the file, I get a permission error.
I must be confused
Permissions: -rw----rw- (606)
Owner: 0 - root
Group: 501 - steve
The file is owned by root, but clearly set for others to read.
The Finder, cp, and other file copying tools give me an error saying
I don't have permission to read.
Why is this?
