Using cross-development SDKs in command line builds

Is there any way to do command line builds of GNU autoconf configured packages on Tiger to target older versions of Darwin such as 7 or even 6, using the SDKs supplied with Xcode?

The Apple instructions only seem to work for Xcode builds.
