Couple things to check:
1) Are your permissions right? root owned, 755 is a safe bet. I've
had mixed results where it looked like permissions were preventing my
item from loading, plus it the right way to do things.
2) Is SystemTuning loading. Especially on Tiger, their are a number
of StartupItems that exist in /System/Library/StartupItems and appear
valid, but don't actually load since they've been turned/replaced by
launchd items. If you say your using something and it loads, you
won't load.
