Daemon dependancy support is a feature.  That you have sound reasons for
omitting it doesn't mean that it's not a feature that's very useful to some
existing code, and virtually impossible to live without for some things until
whole chunks of the UNIX system model are replaced.

There's no way to query the system for the distinction between "is the file
I want on a filesystem that will become available in a while, or is it not
coming at all".
