shouldn't have to worry about stopping people who ignore the
directions from shooting themselves in the feet.

Actually, verification is not a bad thing. I remember well having
problems in the early days of Tiger because my disk had both a Tiger
partition and a Panther partition.
But when booted to Tiger, double-click on a package would launch
Installer on the Panther volume, and much unhappiness ensued. I was
trying to do the right thing and was following all the instructions I
had.
