Yes. This is done using Authorization Plug-ins <http://developer.apple.com/documentation/Security/Reference/AuthorizationPluginRef/index.html>.

 

There are sample plug-ins in /Developer/Examples/Security/.

 

PAM is essentially a compatibility layer on Mac OS X. We don't encourage developers to use it, largely because PAM is not hooked into much of the Mac OS X security infrastructure as it lives at the UNIX layer. For example, PAM can't make use of smart cards or biometrics devices while the higher-level infrastructure can.
