How to be an apple developer without a Mac?

Hi, there,

I'd like to try development on Mac but unfortunatelly I don't own one.
How can I run a Mac virtual machine on a PC? I found this link, looks
useful

But can't find the "VMWare files for patched Mac OS X Tiger Intel". Any
idea?
