I suspect that you're missing an important piece of information here, which is that the system tracks time fundamentally in absolute seconds since January 1, 1970.


Accounting for leapseconds is only relevant when it's necessary to convert from this representation into a calendar format. The system- provided conversion routines will take care of this as required.
