compiling cctools

I'm attempting to compile cctools version 622.5 (as part of an effort
to compile gcc 4.2.0).

What is the nominal way to compile?

My setup is an intel mac, os version 10.4.9, xcode version 2.4.1:
everything is in a very unmodified state.

After unpacking the cctols, at the top of the cctools-622.5 directory
there's a PB.project file and a Makefile.

If i try to open the PB.project file in xcode it treats it just like a
plain text file.

On the other hand, if i type make, it compiles a bunch of files (about
220) in the libstuff directory, and then fails on get_toc_byte_sex.c
(on undefined SARMAG).

So it acts as though there's some kind of configuration step i'm skipping.

Thanks in advance for any pointers, faqs, reference to manuals or
READMEs or other criticism or advice anybody would care to post here.
