How to easily create a UTF-16 file?

Hi, there,

I tried this in a terminal on Mac OS X (10.4.11):
# echo "some double-byte-characters" > U16.test
# file U16.test
U16: UTF-8 Unicode text

So I suppose Mac OS X, UTF-8 is default coding, then is there anyway to quickly create a UTF-16 file?
