As a casual reader, it's not clear. You are describing things in terms
of _ what methods and tools _ you want to accomplish some goal. But

device that needs to be detected when it is plugged in. When it's
first connected it will launch an application showing a configuration
window to the user -- but only if conditions Z, Y, and X are met."

It isn't clear exactly what your current implementation is... Can
you restate what you have at the moment?
