Actually it is because the NVRAM driver is built in the EFI.
Did you mean NVRAM here, or NDRV?
NDRV is a term associated with graphics drivers.
One of the constraints applying in this case is, as Terry notes, that NVRAM services are provided by EFI, which on EFI32 systems has to be run in a 32-bit environment.
