Considering it's looking at some resources of Installer.app (on 10.5), I guess the answer is: no.

o Is it only playing with the /var/log/CDIS.custom file? Or is it changing other data?

It also changes the values for the AppleLanguages key of the dictionary at /Library/Preferences/.GlobalPreferences.plist

That provides a way to find the Language through code.
