Afaik, it's indeed only possible via the kernel. You can have a look
at Keyremap4Macbook, which installs a kernel extension, for some
ideas: http://pqrs.org/macosx/keyremap4macbook
They have a separate kernel extension for remapping the capslock key
(see the "CapsLock" tab on the site), because apparently this requires
patching the keyboard driver.
