I'm scratching my head trying to think why I couldn't find that
technical note during my searches, and I now realize I was
searching for IOPMAssertionCreateWithName not
IOPMAssertionCreate. I'll file a report to request that the
documentation be updated now that IOPMAssertionCreate is deprecated.
